Dr. Howe brings over 35 years of executive leadership experience as a medical director and clinical doctor. He has been recognized for his ability to contribute strategic and tactical leadership to the development of innovative clinical systems, protocols, standard operating procedures and training

programs that enable the delivery of highly effective patient care. He has championed the design, development and implementation of solutions related to the advancement of stem cell technology and has contributed significantly to all critical processes and procedures from the laboratory to clinical practice.

PROTOCOLS 2006 to Present

Dr. Howe has authored nine clinical research protocols. These protocols are written to FDA standards. They each contain extensive references documenting scientific rationale for clinical trials for “no option” diseases and conditions. A no option disease is defined as a disease for which there is no current medical therapies which have proven to be effective. Some conditions such as spinal cord injury, traumatic brain injury and post-traumatic stress disorder, have been thrust into the public eye through injury to the military warriors. There are thousands of patients awaiting some effective therapy and stem cells may, through properly designed clinical trials, provide a genuine answer for treatment of these disorders. Other diseases like Alzheimer’s disease, Parkinson’s disease,and ALS (amyotrophic lateral sclerosis) are neurological diseases which need therapies that will lessen symptoms and promote cognitive and physical recovery.

The leading cause of death is heart disease, and although there is now the ability to stent the blood vessels of the heart, there still is no therapy that will restore heart muscle and provide a new vascular supply to compromised cardiac tissue. Three of the protocols Dr. Howe has authored have been used in clinical trials in the United States. Dr. Howe has written the acute myocardial stem cell protocol and acted as consultant to the PI during the clinical trial which was performed in Astana, Kazakhstan. This research was presented at the American College of Cardiology Conference in Chicago Il. The patient responses were excellent and the presentation was well received. Phase II of this protocol is under way in the United States. Phase III under way in Kazakhstan.

WHITE PAPER September, 2013

This paper discusses the rationale for a two-cell application to treat disease. Most diseases have complex pathologies where several types of tissues are affected due to disease or injury. Although Dr. Howe has been using multiple cells to treat patients for over eight years now, this idea is unique in the United States. Intrathecal stem cell administration is also a rather new route of administration and justification for this method was also included in this paper.

STEM CELL REGULATIONS MONTENEGRO August, 2013

The Minister of Health, for the Country of Montenegro, requested that Dr. Howe write stem cell regulations for his country. This document was presented to the Ministry as regulations that would do the following: provide safety for the stem cell recipients; provide guidance for laboratories working with stem cells within the country; and establish the approval process for clinical trials. Although administration of stem cells is within the scope of practice of medical practitioners, there are recommendations for PI – investigator for those doctors that are in charge of managing clinical trials.
